How a guidance document reaches this site

Agencies submit their guidance, the Secretary of State’s office publishes it, and it stays on the public record from then on.

  1. Agency

    The agency submits the document

An Agency Submitter at the agency prepares the record and attaches the document as a PDF, then submits it. The document is given its docket number when it is submitted.

  2. Secretary of State

The Secretary of State’s office reviews it

The office checks the submission. It publishes it, returns it to the agency for correction, or denies it. A returned or denied submission goes back to the agency, which can correct it and submit it again.

  3. Public

    The document is published

Once published, the document appears in search and in the Guidance index, with its PDF, its details and a final docket number.

  4. Agency

The agency amends or rescinds it

An amendment is a new version with its own docket number, reviewed and published the same way. It replaces the earlier version, which stays on the record. A rescission withdraws the guidance; the document stays on the record for public history.

The status every published document shows

Active
The current version of the guidance.
Superseded / Archived
Replaced by an amendment, and kept on the record.
Rescinded
Withdrawn by the agency, and kept on the record.
